
1. Duplicate the image once.
2. Use the Blur tool, and set the brush to a circular one. The size and hardness is upto you, but im using 40 pixels, with 0% hardness.
3. Move this circle around the SKIN. Only the skin, not the whole face.
Dont go around the edges, just do the skin parts, like the neck, cheeks, forehead etc etc.
4. You can use a smaller brush size for smaller parts. Like the area beneath your eyebrow etc.
5. After you're done, sharpen the image. I sharpened it twice, but its upto you. (Filter> sharpen> sharpen)
6. After that, use the Burn tool. Size should be around 12 pixels with the same circular shape. Hardness should be 100%.
7. Move this shape around the eye and your eyebrow. I've highlighted the areas in Green :

8. Make a new adjustment layer and choose selective color.

10. You can leave the picture like that (see #1 in the last image), but if you want, you can make a new layer, fill it with #c0c0c0, and set it on soft light. ( see #2 )
11. If you dont like soft light, you can also try switching it to color burn.( see #3 ) Below are images, which have both the options.
