1. Paste your picture on an empty canvas and flatten it.
2. Colorize the picture in any way you want to. I'll be using my tutorial HERE.
3. Make sure you've falttened the image.
4. Duplicate the picture.
5. Go to Filter > Blur > Radial Blur. And set it at 59.
6. Erase the middle of the picture using an Erase brush, 173 pixels, and 0 hardness.
7. Duplicate the layer you were erasing.
8. If you want to erase more, its up to you.
9. Add text/borders.
